What matters for managing classrooms?

Teaching is a demanding profession. Teachers are responsible for developing the skills and knowledge of their students, helping them overcome social and emotional hurdles and maintaining equitable, cohesive and productive classroom environments. On top of their teaching responsibilities, they are also expected to engage in continued professional development activities throughout their careers. The demands of the job are many and varied, and teachers tend to report some of the highest levels of workplace stress of any profession. This contributes to the loss of many talented and motivated individuals from the teaching workforce.

Teachers, especially the least experienced, tend to report that student disengagement and misbehaviour is one of the biggest stressors. In fact, terms like “reality shock” or “shattered dreams” are sometimes used to describe what happens when teachers are first put in front of a classroom.

So, what can be done? There are a number of ways to soften the sometimes harsh contrast between their expectations and what really goes on in the classroom. Specialised training and practicum during teacher education programmes can help prepare new teachers for the realities of teaching, while protective factors, such as teacher self-efficacy or confidence in their skills, can also make a big difference. When teachers are capable and confident in classroom management, ensuring that lessons are run smoothly in an organised classroom environment, student learning and positive social and emotional outcomes can be enhanced.

How can we establish if teachers have this “protective factor” and are confident in their abilities? The Innovative Teaching for Effective Learning Teacher Knowledge Survey offers a unique opportunity to better understand teachers’ professional competence and how this is developed. The pilot study assessed teachers’ pedagogical knowledge (or, in simple terms, what teachers know about teaching and learning), their opportunities to learn, and other professional competences, such as self-efficacy. Teachers’ knowledge of classroom management is part of their “toolkit” of instructional processes, which also encompasses elements like teaching methods and lesson planning.

The pilot results suggested that in-service and pre-service teachers have a relatively strong knowledge of classroom management, especially in comparison to other areas of pedagogical knowledge. Teachers who reported being confident in their classroom management skills also reported being provided with lots of opportunities to learn how to manage classrooms and tended to be more experienced teachers. As there is a link between teacher confidence and retention, the relationship uncovered between learning opportunities and self-efficacy in this pilot study is quite promising!

Furthermore, since experienced teachers tended to show higher self-efficacy than their pre-service counterparts, it could be helpful to build more field experience into teacher education. Many countries across the OECD, such as Estonia, Hungary and Israel, are already doing this. Similarly, longer induction sessions before entering the teaching workforce could also help bridge the gap between expectations and reality – this approach will be important to explore further, especially as teachers find classroom disturbances to be one of the most stress-inducing parts of their jobs. If left unchecked, it can eventually lead to burnout.

The pilot project was an initial exploration of teacher knowledge and competence that has laid the groundwork for future work on a larger scale. Its purpose was to provide evidence that can help shape policies to improve teacher preparation and education, but it can also help to attract (and retain) high-quality individuals to the profession.

Strong education systems depend on having an effective teaching workforce. It is therefore essential to equip them with the knowledge and skills for them to be effective and confident in the classroom. In order to keep them there, countries need to focus on piecing together the “shattered dreams” of teachers, and supporting them as much as possible along the way.

Education reform in Wales: A national mission

It’s an exciting time for education in Wales.

This was noted by the OECD earlier this year, when it recognised that government and sector are working closely together with a commitment to improvements that are “visible at all levels of the education system”.

This week, as Wales’s Education Secretary, I published our new action plan for the next four years. Entitled ‘Education in Wales: Our national mission’, it builds on the strong foundations already in place in our system. But we are setting the bar even higher, ambitious as we are in our expectations for our young people, for our teaching profession and for our nation.

As a relatively small country and a still-young democracy, we have too often seen these as challenges rather than opportunities. Through the OECD, we have had the opportunity to learn more about other systems and their reform journeys.

It is true that no two countries or systems are the same. However, as a bilingual system committed to both equity and excellence, we are not only learning from others, but our innovative approach is in fact attracting international attention. And Wales will remain open to ideas, visits and co-operation!

It is our approach to curriculum reform, within a reformed system, that is often of most interest. Work is well underway on this, led by a group of pioneer schools who are working in partnership with government, regional education consortia, international experts, universities, business and third sector, and right across the education profession. It is not the product of secret meetings in some Government back-office.

The OECD said in its recent review: “To support the realisation of its education objectives and ultimately its vision of the Welsh learner, Wales should continue its curriculum reform… ensuring that its reform journey is comprehensive and effective.”

Therefore, as we continue with our reforms, we will bring a renewed focus to four key ‘enabling’ objectives.

Education in Wales

Firstly, ensuring a high-quality education profession. We will support teachers in being lifelong professional learners through new standards, a national approach and reformed initial teacher education.

Secondly, identifying and inspiring leaders to raise standards. We need to address a previous lack of emphasis on leadership. Therefore we will establish a national leadership academy, reduce bureaucracy through business managers and improved communication and co-operation, and revise the qualification for school leaders.

Thirdly, ensure that our schools are inclusive, dedicated to excellence, equity and well-being. We will extend our targeted support for learners from disadvantaged backgrounds, provide dedicated support for our ‘more able’ learners, and be innovative in identifying and measuring well-being alongside attainment.

And fourthly, improved assessment, evaluation and accountability within a self-improving system. We will be consistent and clear about the things we wish to value and measure through a new annual national education report and report card, formative assessments and a new assessment & evaluation framework that focuses on improvement all levels.

The OECD report and advice was unambiguous: hold our nerve, stay the course, but do more to communicate, clarify and ensure coherence in our programme. Focus on leadership in delivering a much-needed new curriculum in a timely manner.

‘Education in Wales: Our national mission’ responds to those recommendations and sets out our collective responsibility to raise standards, reduce the attainment gap and deliver a system that is a source of genuine national pride and public confidence.

Knowing what teachers know about teaching

In modern societies, most professionals become knowledge workers. Their professional practice is increasingly fuelled and inspired by various forms of knowledge. A good example is the medical profession, where the continuously growing body of scientific knowledge finds its way into professional practices. An important dimension of what constitutes an effective doctor today is the ability to incorporate scientific knowledge within one’s own experience and to translate this into a professional encounter with patients through adequate communication, advice and empathy. Is something similar also happening within the teaching profession?

Teachers are also knowledge workers. To effectively stimulate students’ learning, teachers constantly draw on a vast repertoire of knowledge. And of course, teachers work with subject knowledge. Maths teachers must have a good grasp of the mathematical content, and feel confident in using mathematical concepts. But maths teachers’ knowledge goes beyond that of a mathematician.  They must mobilise the subject knowledge, transforming it into an engaging and enriching teaching and learning experience. Going beyond subject-specific knowledge teachers also must have a profound understanding of the learning process, of what students with their different talents and backgrounds can motivate and inspire. This type of knowledge – pedagogical knowledge – is unique to teaching.

The OECD Centre for Educational Research and Innovation (CERI) has launched the Innovative Teaching for Effective Learning (ITEL) project to better understand the pedagogical knowledge of teachers: how it is developed, how teachers acquire it, transform it and put it to use in their teaching practices. The project doesn’t look at pedagogical knowledge as a static characteristic of individual teachers, but as a dynamic, ever changing aspect of the profession. The project delves into questions regarding the knowledge dynamics of the teaching profession to which there are no simple answers. Is pedagogical knowledge up-to-date and well-adapted to the needs of 21st century teaching practices? Through which channels can teachers acquire pedagogical knowledge? Is knowledge continuously updated and improved by new research findings? How do teachers and teacher educators share their pedagogical knowledge? And can we assess the quality of the pedagogical knowledge base in the teaching profession across countries?

CERI’s most recent publication, Pedagogical Knowledge and the Changing Nature of the Teaching Profession, looks into these questions, presenting research and ideas from multiple perspectives on pedagogical knowledge as a fundamental component of the teaching profession. It also looks at knowledge dynamics within the teaching profession alongside the changing demands on teachers and investigates how teachers’ pedagogical knowledge can be measured.

Most important, the report lays the conceptual groundwork for an empirical study on teachers’ pedagogical knowledge that will be published this summer. Over the past two years, the ITEL project has developed a pilot study assessing the pedagogical knowledge among teachers, student-teachers and teacher educators in five OECD countries. The findings from this pilot study will provide a very important starting point for a more ambitious and bigger ITEL Main Study.

Some people define teaching as an art. If this means that teaching takes ingenuity, creativity and artisan-like skillfulness, they’re certainly right. But acting as a creative craftsman is not enough to be an effective teacher, one who leaves a mark on students’ minds and lives. This requires a sophisticated body of knowledge that teachers can employ in everyday practice. Good teachers do not teach from a book, ‘applying’ textbook knowledge. They do something far more challenging: integrating a body of knowledge into their teaching behaviour and constantly mobilising those bits and pieces of knowledge that can steer their professional practice towards the best possible learning experiences for their students. Only by understanding and valuing how this process happens, we will truly understand what it means to be a ‘good teacher’.

Why teacher professionalism matters

If you were to search for the term teacher professionalism on the Internet, you may come across websites recommending professional dress code or “look” for teachers. Although this may be of some use to a new teacher, appearance is not what most policy makers, school leaders and teachers have in mind when they insist on the need for a quality professional teacher force.

So what exactly do we mean when we talk about teacher professionalism? The new Teaching in Focus brief: Teacher professionalism uses results from the Teaching and Learning International Survey (TALIS) to show that teacher professionalism is about a teacher’s knowledge, their autonomy and their membership of peer networks. These are the key elements that lead to more effective teaching.

Based on the new OECD report: Supporting teacher professionalism: Evidence from TALIS 2013, the brief shows that different countries focus on different aspects of teacher professionalism. For example, some systems put more emphasis on supporting the teacher knowledge base through activities such as incentivising teacher professional development, some focus on autonomy through giving more decision making to teachers (e.g. over the course offerings or teaching content), and some focus on peer networks through cultivating strong networks of teachers.

These different practices are an important basis for a quality teaching force and they also impact on how teachers feel about their work. Teachers are more satisfied and confident, and have a higher perception of the value of the teaching profession in society, when there is more support for peer networks and development of knowledge base.

Practices that support strong teacher professionalism are particularly beneficial in schools with a high population of socio-economically disadvantaged students, second-learners or students with special needs (high needs schools). Teachers in such schools can face many challenges that are unfamiliar to teachers in well-performing, low needs schools. Unfortunately, practices to support teacher professionalism are, in many countries, less frequent in high than in low needs schools. This is a missed opportunity to provide a boost to teachers in challenging situations, particularly because the positive relationship between teacher professionalism and job satisfaction is amplified in high needs schools.

The OECD report provides clear recommendations to systems wanting to cultivate teaching, and in particular teacher professionalism. To increase teacher professionalism, systems should provide induction and mentoring programmes, create incentives for participating in professional development, and boost teacher collaboration. By supporting these practices, stakeholders can build a teaching force that is more professional, happier and more confident. The results will might not be seen in a teacher’s appearance, but definitely in the quality of the teaching and learning.

What students don’t want to be when they grow up

Who wants to be a teacher? As this month’s PISA in Focus shows, in many countries the teaching profession is having a hard time making itself an attractive career choice – particularly among boys and among the highest-performing students.

PISA 2006 asked students from the 60 participating countries and economies what occupation they expected to be working in when they are 30 years old. Some 44% of 15-year-olds in OECD countries reported that they expect to work in high-status occupations that generally require a university degree; but only 5% of those students reported that they expect to work as teachers, one of those professional careers.

The numbers are even more revealing when considering the profile of the students who reported that they expect to work as teachers. If you read our report on gender equality in education published earlier this year, you may remember that girls tend to favour “nurturance-oriented” careers more than boys do – and teaching is one of those careers. In almost every OECD country, more girls (6%) than boys (3%) reported that they expect to work as teachers. This statistic is particularly worrying when you recall that the majority of overall low achievers in school are boys, who could benefit from the presence of more male role models at school.

PISA in Focus also reveals that the highest-performing students in reading and mathematics do not necessarily aim to become teachers. For example, in Argentina, Australia, Israel, Mexico, the Netherlands, New Zealand, Poland, Portugal and Turkey, students who aspire to become teachers score significantly lower in reading and mathematics than students who expect to work in professions other than teaching.

While PISA can’t follow these students into adulthood, the Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC) gathers information on the literacy, numeracy and problem-solving skills of adults. The 2012 survey found that, in many countries, teachers have poorer literacy and, in particular, poorer numeracy skills than individuals who work in other professions. In Japan, however, not only do teachers have the highest numeracy skills among teachers working in all other countries that participated in the survey, they are also as proficient in numeracy as Japanese adults who work in other professions.

But maybe in this instance, as in so many others, it would be wise to “follow the money”. According to Education at a Glance, teachers earn significantly less, on average, than similar educated workers in other fields earn. For example, lower secondary teachers earn 86% and upper secondary teachers earn 91% of what tertiary-educated full-time workers in other fields earn. Which is not to say that students are only concerned about the size of their prospective bank accounts; in fact, many 15-year-olds probably don’t know how much their teachers earn. But pay is often a reflection of how socially valued different jobs are. Adolescents might be more inclined to aspire to become teachers if they see that their own teachers are highly valued members of society.
