What does teaching look like? A new video study

Looking – literally – at how teachers around the world teach can be a game changer to improve education. The evidence is clear that teachers are what makes the greatest difference to learning, outside students’ own backgrounds. It is widely recognised that the quality of an education system is only as good as the quality of its teachers. Yet we know relatively little about what makes a good and effective teacher.

Our new research project, the Teaching and Learning International Survey (TALIS) Video Study, aims to help us learn more about how our teachers teach. The study aims to provide a better understanding of which teaching practices are used, how they are interrelated, and which are most strongly associated with students’ cognitive and non-cognitive outcomes.

The TALIS Video Study is based on a truly innovative research design. It uses videos to capture what goes on in the classroom, and also surveys teachers and students, measures students’ learning gains, and looks into instructional materials to get as complete a picture of teaching as possible. The study will not produce a comprehensive assessment of “the state of teaching”, a global assessment of teachers or a ranking of the quality of countries’ teachers. Instead, we’ll be gaining valuable insights into the practice of teaching and student learning.

We don't really know how teaching and learning unfold in classrooms across the globe. At the OECD, we have asked teachers and students about what goes on in class; we have measured students’ outcomes and teachers’ knowledge, and collected information about the resources at teachers’ disposal and their autonomy in shaping their lessons. But that doesn’t give us a complete picture of what teaching looks like and how it influences student outcomes. Watching peers in action, though, can help teachers become aware of their own teaching methods, reflect on other approaches, and understand what innovative pedagogies actually mean in practice.

The importance of observing real teaching can only increase as the job becomes ever more challenging. Teachers are being asked to move away from teacher-centred methods and to cater to the different learning needs, styles and pace of their students. They are also expected to meet the demands of rapidly changing environments, from being able to use new technologies to assist them in their lessons, to understanding how to teach students from increasingly diverse backgrounds.

Observing how teachers around the world deal with similar challenges in different ways can offer useful new insights. Differences in teaching practices are greater between countries than within countries, particularly when it comes to student-centred and innovative teaching practices. This is because teaching practices are strongly influenced by national pedagogical traditions and do not travel easily. Opening up peer observations to the entire world can provide fresh ideas about how teachers can improve their own practice, no matter where in the world they teach.

Entering the “black box”: Teachers’ and students’ views on classroom practices

“What happened in school today?” is a question that many parents across the world ask their children when they get home. Many parents also attend school meetings in order to understand how their child’s learning is developing. They talk with both children and teachers because they know that they are the best (and often only) source of information about what is happening in the classroom. At the same time, many teachers would like to know about how other teachers teach, both in their own country and abroad.

The truth is that what happens in the classrooms still often remains an open question for those outside it.  Research has shown that the practices used in the classroom are the most important factor affecting students’ outcomes. In other words, it is the interactions between teachers and students that, ultimately, shape the learning environment. Thus, it becomes crucial to know, “What are the teaching strategies that help create quality classroom practices?”

However, classrooms are often described as a “black box”; we know that certain things go into the box (e.g. learning materials, time and human resources, school tests) and we expect certain things to come out (e.g. the development of students’ skills, the reinforcement of their well-being, and an increase in teachers’ job satisfaction). But what about the complex interactions that take place within the black box that are responsible for the alchemy that transforms inputs into outputs? Who better than teachers and students to tell us about these interactions?

Teachers with their professional training and knowledge are experts on various instructional approaches, methods and lesson features. Since students are exposed to a variety of teachers in different subjects over an extended period of time, they can also be considered experts on different modes of teaching. Both opinions provide a rich and complex picture of what happens in the classroom… and can be seen as two faces of the same coin.

The TALIS-PISA link data present a unique opportunity to enter the “black box” by listening to the voices of teachers and students. The latest Teaching in Focus reveals some enlightening findings.

Almost all mathematics teachers use clear and structured teaching practices, according to both teachers and students. On average across participating countries, at least 97% of teachers report either explicitly citing learning goals, letting students practice until they understand the subject matter, or presenting a summary of recently learned content. Since these structuring practices aim to deliver an orderly and clear lesson, they could be seen as the necessary foundation to the development of other, more innovative, practices, such as student-oriented practices and enhanced activities. This would explain why they are so predominant in the teaching strategies implemented by teachers and that, contrary to widespread ideas, they are not used by Asian countries alone.

Student-oriented practices, such as giving different work to students depending on their understanding or having them work in small groups, are less often used than structuring practices, especially according to students. They are still commonly used, with around 90% of teachers and 60% of students reporting their use. However, teachers do not use these practices to the same extent across countries, and one type of enhanced activity, having students work on week-long projects, is subject to particularly large cross-country variations: 20% of Finnish teachers report using this practice versus 86% of Mexican teachers. The same pattern is found when looking at student feedback.

In all participating countries, mathematics teachers tend to report, more often than students do, that they use a given practice in their classroom. However, the gap between what teachers and students report is relatively small; it is largest when pertaining to the use of student-oriented practices. This may be because teachers find these practices particularly efficient and have a tendency to over- report their use, or that, because they are less conventional and more innovative, students fail to recognise them. Either way, further support of teachers’ and students’ engagement in student-centred activities is needed to ensure that a variety of practices are used in the classroom. PISA results have shown that students benefit from teachers applying a range of different practices, so it is crucial to help teachers acquire those that foster a quality learning environment.

People on the move: growing mobility, increasing diversity

In August 2015, a newspaper published a story about Sam Cookney’s commute to work. Pretty boring, one would think, as long commutes are nothing new for most of us. However, Sam’s story is not so common. He works in London and commutes, several times per month, from Barcelona!

International human mobility is on the rise. Increasing numbers of people are regularly coming and going across borders, and societies are growing increasingly diverse as a result. This raises some important questions. How can we ensure public services are accessible to a more diverse population? How can we ensure that respectful communication across languages and cultures is supported in society? A new Trends Shaping Education Spotlight discusses how education can be harnessed to tackle these questions and other implications of increasing mobility and diversity.

We know that students thrive in learning environments that are supportive of their needs regardless of their linguistic, cultural and ethnic background. The Programme for International Student Assessment (PISA) has consistently shown that on average students from migrant backgrounds tend to have lower levels of educational achievement in reading, maths and science. Data from PISA 2015 illustrates the achievement gap in science is above 50 score points on average across OECD countries, although in some countries, such as Australia, Canada, Ireland and New Zealand, no substantial differences are observed.  As argued by the OECD elsewhere, proficiency in the language of instruction at school is crucial for migrant students’ academic performance and social integration.

In addition to academic outcomes, attributes such as tolerance, global-mindedness, and skills in collaborative problem solving and communication are of growing importance for individuals to live and work effectively in multicultural settings. All students need opportunities to develop and practice global competence, which refers to the acquisition of in-depth knowledge and understanding of global and intercultural issues; the ability to learn from and live with people from diverse backgrounds; and the attitudes and values that support respectful interactions with others.

Therefore, improving the capacity of teachers to work effectively in diverse classrooms is necessary to respond to student’s needs and facilitate the development of global competence. Teachers need to be able to assess students’ prior knowledge and skills, master different instructional approaches, and increase their knowledge of second language development to better support the learning of all pupils. There is a need for professional development in this area: about 13% of participants in the 2013 OECD Teaching and Learning International Survey (TALIS) reported a high level of need for professional development in teaching in multicultural or multilingual settings.

Beyond the classroom, schools can contribute to building an environment that reflects and celebrates diversity by adapting certain cultural and organisational elements. Ensuring equal opportunities for participation in school activities for all students is central to building a culture of non-discrimination. Another approach is to ensure diversity in the schools’ staff composition.

Furthermore, many families need support in navigating education system structures to find and harness opportunities to support the development of their children. They may want their children to access mother tongue education programmes, for example, which are available in different forms across many OECD countries. Parents may even directly contribute to these initiatives by undertaking teaching or learning support roles. Actively involving them and the wider community can make a difference.

Finally, education systems need to be flexible to adapt to multiple migration processes and circumstances. This includes voluntary, more temporary migration of workers and students, but also forced mobility resulting from political and environmental conflicts. Education systems need to be responsive and equipped to address the needs of children arriving later than the academic year starts, young adults changing countries in various stages of their education, or those that have left their countries under the most adverse conditions, such as natural disasters, war or persecution.

Perhaps, not many people will voluntarily commute 1200 km as Sam does. Nevertheless, mobility- and diversity-proofing our education systems should be one of our top priorities if we want to give our children an equal opportunity to reach their full potential in our new diverse world.

Developing an agenda for research and education in Wales

It’s an exciting time in Wales for education. In the wake of a number of high-profile reports by the OECD and leading international experts urging change in teacher education, Wales is implementing a wave of reforms designed to improve delivery of teacher education. There is a new curriculum; new teacher and leadership standards for teachers; and new accreditation standards for providers of initial teacher education.

Research can be used as an important pillar and driver of these reform efforts. The need to build research capacity was underscored in Professor John Furlong’s review of initial teacher education in Wales, Teaching Tomorrow Teachers. He highlighted the importance of research as a means of developing student teachers as critical consumers of or participants in research; recognising the role of research or critical reflection in teachers’ professional learning; and encouraging “universities to help their staff develop as research active university lecturers.” (p. 13).

In countries like Finland, the Netherlands and Singapore, teachers are both consumers and producers of research. In these countries, evidence-based practice is embedded from initial teacher education through to induction and beyond, supporting the professional growth and development – and professionalisation – of teachers. But achieving this is no easy task. It requires a shared understanding of the importance of research by all stakeholders; effective partnerships between higher education institutions (HEI) and schools to ensure programmatic coherence and alignment between theory and practice; and coherent, strategic approach to delivery and evaluation of teacher education.

From 15-17 March 2017, more than 40 delegates from the Welsh Government, schools, higher education institutions, research, regional education consortia, Education Workforce Council and others met with eight experts from Australia, Flanders (Belgium), Norway, Netherlands, Singapore and the United States to brainstorm how to build up research capacity in schools, teacher education programmes and education faculties across Wales. Workshop participants worked together to define six key challenges facing Wales with regard to developing a research agenda:
  1. Need for a national strategic research plan for education in Wales that impacts learning
  2. Need to build up research capacity in education faculties
  3. Need to incorporate more and  deeper content knowledge  and expertise into teacher training and research in order to create depth in learning
  4. Need to curate, create and share research through HWB, HEIs, lead schools and pioneer schools – and provide teachers with the knowledge and skills to engage in research
  5. Need to better integrate theory and practice by developing a 1) national strategy for engaging all stakeholders in developing a common language on research and practice and 2) maximising the potential of the research agenda included in the professional standards across the sector
  6. Need for a national approach to professional learning to include an explicit commitment to (evidence-based) co-teaching.
As Wales continues on its reform journey, one thing is for certain. A shared vision and readiness for change, drawing on talent within Wales and internationally, can only lead to success.

Finding and cultivating talented teachers: Insights from high-performing countries

Teachers are the backbone of any education system. After all, without qualified teachers, how can governments and schools secure each child’s right to quality education and build a society of educated citizens, capable of shaping their own future?  But selecting the right candidates to the profession – aspiring teachers who hold the promise of becoming great teachers – can often feel like an elusive task. The complications start with the very definition of what a good teacher is.

In a rapidly changing world, having a strong knowledge base in their subject area, good classroom management skills and a commitment to helping students learn may no longer be enough to meet the expanding role of teachers. Nowadays, teachers are expected to teach diverse groups of students, adapt to new technologies and curricular changes, and be attuned to the skills, values and attitudes that their students will need in the near future. The reality is: most teachers develop those skills on the job, which makes it harder to predict from the outset who has the potential to become an effective teacher.

But that does not deter some PISA high-performing countries from keeping a close eye on the pool of candidates entering the profession. As this month’s PISA in Focus shows, in Finland, Hong Kong (China), Macao (China) and Chinese Taipei, for example, those who wish to enter a teacher training programme must pass a competitive entry examination. In Japan, it is not enough to receive training from such programmes: graduates must pass a competitive examination before they start teaching. In Singapore, recruitment starts by looking at the best students from the secondary school graduating class; in addition, teaching graduates must complete a probation period in order to teach. Yet, some of these requirements are also found in low-performing countries, showing that selection mechanisms alone are not enough to ensure a qualified teaching force.

Certification requirements add another quality checkpoint to the profession. Research shows that students learn more from teachers who are certified in the subject they teach compared to those taught by uncertified teachers. In PISA 2015, countries that performed above the OECD average in science have a higher percentage of fully certified teachers (92%) compared to other countries (76%), on average. In OECD countries, even though almost all teachers are certified, a modest but positive association is observed between the proportion of fully qualified teachers and student performance.

High-performing countries also know that great teaching may only occur after a good deal of practice, allowing teachers to deepen their knowledge base and skills. This is why professional development is critical, particularly school-based activities. In high-performing countries, at least 80% of students are in schools that invite specialists to conduct teacher training, organise in-service workshops or where teachers co-operate with each other, while only 40% to 60% of students in Algeria, Brazil, Kosovo and Turkey are in such schools. Within countries, teacher collaboration clearly pays off: students in schools where teachers co-operate by exchanging ideas or materials score higher in science. It makes sense: rather than sitting through hours of mandatory lectures that are only weakly connected to their day-to-day practice, teachers benefit more from learning from each other and from sharing “tried and tested” techniques that work in their own contexts, as TALIS results also show.

These are some of the ways in which countries boost teacher quality: they strive to attract the best candidates to the profession, but also foster a culture of continuous learning by engaging teachers in professional development and in peer networks to strengthen their knowledge and maintain high standards of teaching. Together with the ability to take work-related decisions, these form the pillars of a professional teacher workforce.

Leaders for learning

The success of the Olympic games this year has been thrilling to watch, with the coaches of different teams playing a widely recognised role. As leaders with a vision, coaches choose the members of their teams, assign roles, train and support athletes. In the same way, leaders in all fields are recognised as having a huge responsibility in the success or failure of their teams.

The role that is expected of school principals varies enormously, and the consequences of different leadership styles remain unclear. Should school leaders focus on administration, on curriculum and teaching related tasks, on the support and professional development of teachers, or on a combination of all of the above? What kind of training is needed to become a school principal? What type of decision making is more effective: a leader with the vision to integrate all actors or a distributed system in which most decisions are shared?


This is the school leader profile that the recent OECD report, School Leadership for Learning: Insights from TALIS 2013, using the results of the Teaching and Learning International Survey (TALIS) 2013, has sought to identify.  

Using data about principals, the report examined how school leaders share instructional leadership (principals’ practices related to the improvement of teaching and learning within school) and distributed leadership (the ability of schools to incorporate different stakeholders into decision-making processes). Most principals engage in one form of instructional leadership, but about one third do not actively support these actions, highlighting that further stimulation of leadership for learning is needed. For distributed leadership, most systems incorporate teachers into school decision-making processes, but the opportunities offered to parents/guardians and students to actively participate in school decisions differ. Given the complexity and dynamics of educational change, these subtle differences in engaging additional stakeholders in the decision-making process could represent important differences in the quality of educational processes that take place within schools.


Leadership practices are related to building capacity for quality instruction, and the OECD report explores the relationship between instructional and distributed leadership and the establishment of professional learning communities; a structure that allows teachers to collaborate and engage in dialogue with the aim of improving their practice. Professional learning communities are measured through five indicators including teacher engagement in reflective dialogue, a shared sense of purpose, engagement in collaborative activity, among others.*


Principals who show greater instructional leadership work in schools where teachers are more engaged in reflective dialogue and collaboration in primary and lower secondary education. This may indicate that principals’ efforts to develop co-operation and promote a sense of responsibility in teachers affect teacher collaboration. Distributed leadership is also positively related to a shared sense of purpose in the school. This finding, which is seen across all educational levels, suggests that involving students and their parents/guardians, along with staff, creates a culture of shared responsibility for school issues.

Instructional and distributed leadership are related to the development of different indicators of professional learning communities. Some school leaders mainly rely on instructional leadership while only partly involving other stakeholders in decision-making processes, and some rely heavily on the participation of other stakeholders. The results of the School Leadership for Learning report show that combining instructional and distributed leadership, and using student outcomes to develop the school’s goals, programme and professional development plan, appears to be the most favourable approach to establishing a professional learning community within a school. For developing these communities, a more integrated role for the school leader seems appropriate.

The role of the school leader is essential for pupil and staff success, and although good practice exists, there is still room for improvement. This could be achieved through professional development activities that encourage principals to follow developments in their field, and help them to understand their role as a school leader.

How can the Netherlands move its school system “from good to great”?

A new OECD review of the Netherlands education system offers a roadmap towards excellence. Netherlands 2016: Foundations for the Future, based on data from both PISA and the Survey of Adult Skills, confirms that the country already enjoys a high-quality and highly equitable education system. But it also identifies areas that need to be improved as the country moves its education system, in the words of Dutch Minister of Education, Culture and Science Jet Bussemaker, “from good to great”.

The Dutch school system is highly stratified, and uses early tracking extensively. For a long time the Netherlands has made this complex school system work well for students: students performed well at school, socio-economic status had a relatively weak impact on performance, and were readily employable when they completed their schooling  (the number of young people who are neither employed nor in education or training is among the lowest across OECD countries). Our analysis shows large differences in performance within educational tracks, and a large degree of overlap in literacy and numeracy performance between tracks. This implies that students in different tracks are equipped with more similar levels of skills than is observed in other countries, probably due to the existence of “bridge classes” and “scaffolding diplomas” which allow for greater flexibility among the different curricula. But evidence points to a worrying trend towards making the system more rigid, which could lead to less movement between tracks and an erosion of the equity levels that the system enjoys today.

The complexity of these issues calls for a coherent policy response. Netherlands 2016, the first report of its kind since the late 1980s, proposes making student selection more objective by giving more prominence to an objective national test; limiting secondary schools' autonomy in selecting students into different educational tracks; and making the system more permeable to ensure that students progress more smoothly through the education system. The latter calls for various measures, including the alignment of curricula of different tracks, more personalised teaching and learning, promoting larger secondary schools that offer all education tracks through financial incentives.

More efforts should also be made to attract talented and motivated people to the teaching profession especially since many teachers in the Netherlands are approaching retirement age. A more systematic approach to the professional development of teachers is needed. The OECD Teaching and Learning International Survey (TALIS) 2013 shows that collaborative working and learning among teachers is not well established in the Dutch school system, yet these practices have proven essential for improving the quality of teaching. These findings stand at odds with the country’s ambitions to develop its schools into learning organisations.

The system has achieved a good balance between a large degree of school autonomy and efficient accountability mechanisms. However, given the extent of school autonomy, more effort should be invested in training school principals.

The quality of early childhood education and care should also be improved. Although participation rates are high, most parents use childcare facilities fewer hours a week than parents in most other OECD countries do. A national curriculum framework, higher staff qualifications and more staff training are needed to ensure all early childhood education and care services are of high quality and deliver good outcomes for children, and long-term benefits for Dutch society as a whole.

Latvia is determined to build on its progress in education

In the 2012 PISA test, urban students in Latvia outperformed rural students by the equivalent of more than a year of schooling – half a year more than the average performance difference between these two groups of students across OECD countries. According to a new OECD report, Education in Latvia, giving equal access to a quality education, for students of all ages, must be a priority.

Latvia has made remarkable progress in improving its education system since independence in 1991. Children now start their education at a young age – younger than in many OECD countries – and many continue into tertiary education. Student performance has also improved significantly since 2000, to the point that Latvian students scored near the OECD average in the 2012 OECD Programme for International Student Assessment (PISA).

Will Latvia be able to continue this positive trend? Yes, but only if the country raises its teaching standards and ensures that all of its students can succeed. For example, the low salary and flat pay scale for Latvian teachers and academic staff stand at odds with the government’s ambition to improve teachers’ motivation and professional capacity. But guided by an earlier OECD report, Teacher Remuneration in Latvia: An OECD Perspective, Latvia is piloting a remuneration system as part of a new school-funding model. The aim is to make teachers’ pay competitive with that of other professions. To accomplish this aim, however, Latvian students and teachers will have to accept larger classes and higher student–to-teacher ratios. According to Education at a Glance 2015, in 2013 there was one teacher for every 9 students in Latvia, compared to an OECD average of 13 students per teacher.

Improving the country’s education-information system and its use of research to inform its education reform agenda should also be a priority. In recent years, vocational and tertiary education have benefited greatly from a series of research reports that prompted reforms to improve the quality and (labour market) relevance of education. Such efforts should be expanded to other levels of education.

Latvia’s public expenditure on education and per-student funding at all levels are lower than those in many OECD countries. The country will therefore need to make tough choices in spending if it is to obtain the best value for money. And in the longer run, Latvia should find ways to give education the priority in public policy and spending that it deserves. If Latvia would raise student learning outcomes by a further 25 points on the PISA scale, that could add almost 170 billion US$ to the Latvian economy over the lifetime of today’s school students. So the value of improved schooling will dwarf any conceivable cost of improvement.

Why teacher professionalism matters

If you were to search for the term teacher professionalism on the Internet, you may come across websites recommending professional dress code or “look” for teachers. Although this may be of some use to a new teacher, appearance is not what most policy makers, school leaders and teachers have in mind when they insist on the need for a quality professional teacher force.

So what exactly do we mean when we talk about teacher professionalism? The new Teaching in Focus brief: Teacher professionalism uses results from the Teaching and Learning International Survey (TALIS) to show that teacher professionalism is about a teacher’s knowledge, their autonomy and their membership of peer networks. These are the key elements that lead to more effective teaching.

Based on the new OECD report: Supporting teacher professionalism: Evidence from TALIS 2013, the brief shows that different countries focus on different aspects of teacher professionalism. For example, some systems put more emphasis on supporting the teacher knowledge base through activities such as incentivising teacher professional development, some focus on autonomy through giving more decision making to teachers (e.g. over the course offerings or teaching content), and some focus on peer networks through cultivating strong networks of teachers.

These different practices are an important basis for a quality teaching force and they also impact on how teachers feel about their work. Teachers are more satisfied and confident, and have a higher perception of the value of the teaching profession in society, when there is more support for peer networks and development of knowledge base.

Practices that support strong teacher professionalism are particularly beneficial in schools with a high population of socio-economically disadvantaged students, second-learners or students with special needs (high needs schools). Teachers in such schools can face many challenges that are unfamiliar to teachers in well-performing, low needs schools. Unfortunately, practices to support teacher professionalism are, in many countries, less frequent in high than in low needs schools. This is a missed opportunity to provide a boost to teachers in challenging situations, particularly because the positive relationship between teacher professionalism and job satisfaction is amplified in high needs schools.

The OECD report provides clear recommendations to systems wanting to cultivate teaching, and in particular teacher professionalism. To increase teacher professionalism, systems should provide induction and mentoring programmes, create incentives for participating in professional development, and boost teacher collaboration. By supporting these practices, stakeholders can build a teaching force that is more professional, happier and more confident. The results will might not be seen in a teacher’s appearance, but definitely in the quality of the teaching and learning.
